In Jiangxi during the golden autumn season, fiery red maple leaves and the warm autumn sunshine are everywhere, with the prosperity of rice harvesting, vegetable and fruit picking, and thriving industry and trade; in Nanchang in late September, the autumn wind suddenly rises, bringing coolness in waves. From September 22nd to 24th, 2022, the Asia-Pacific Pengsheng Finance and Tax Group's National Partner Meeting and Team Building Activities were successfully held in Nanchang, the capital city of Jiangxi Province, following last year's work plan and beautiful reunion. PART 01 Leadership Care
Comrade Chen Yugui, former Chief Accountant of the China Securities Regulatory Commission (CSRC), Chairman of the Confederation of Asia Pacific Accountants (CAPA), and former Secretary of the Party Committee and Secretary-General of the China Certified Public Accountants Association, delivered a video speech to the conference. Comrade Chen Yugui pointed out that the Chinese CPA industry has been a rapidly growing industry over the past two decades. Although its growth rate has slowed down, it remains a promising industry and is worth being chosen as a valuable career by comrades, who should persevere and work hard to realize their own life values. In a nutshell, we must keep our original aspiration in mind! Strict supervision of the capital market is an important sign that the CPA industry faces new challenges. Faced with such a new situation, we cannot resist but should embrace it, recognizing that it is an inevitable requirement for the comprehensive deepening of capital market reforms. The slowdown in economic development has increased the responsibility to address client fraud, which is another important sign that the CPA industry faces new challenges. We cannot ignore this situation. Faced with challenges, we have no other choice but to improve our professional abilities, especially the ability to identify and respond to fraud.
Comrade Chen Yugui pointed out that Pengsheng is a newcomer in the capital market. Pengsheng has made rapid progress in recent years, developing many branches. PART 04 Chairman Delivers Work Report
After the opening ceremony, the meeting proceeded with its agenda as planned. Chairman Yang Buxiang presented the 2021 annual work report of the group company, titled "Advancing Together for a Win-Win Future", for discussion by all partners.
In the first part of the report, Chairman Yang Buxiang reviewed and summarized the company's main achievements in 2021 and the first half of 2022. Firstly, business income continued to achieve breakthrough growth; secondly, internal management was continuously improved, and internal governance was continuously strengthened; thirdly, efforts were made to enhance professional standards and effectively prevent professional risks; fourthly, the comprehensive launch of OA was implemented, steadily improving the level of informatization; fifthly, professional supervision was strengthened, and inspections by competent authorities were taken seriously; sixthly, report management was standardized, and project quality supervision and review were carried out; seventhly, the training mechanism was improved, and the talent team was expanded; eighthly, great importance was attached to the guidance of party building, promoting the construction of party branches; ninthly, brand building was strengthened, and corporate culture was emphasized.
The second part of the work report realistically points out many aspects where the group needs to improve and enhance in the business field. For example, some of the reports issued are still not rigorous enough, and the awareness of risk prevention is not strong; the progress of information construction is slow, and learning and training are lagging behind; the internal review of project teams is a mere formality, and risk awareness is weak, etc. It also proposes countermeasures and requirements.
In the third part of the report, Chairman Yang Buxiang presented the work plan for the last four months of 2022 and the entire year of 2023. Firstly, we should conscientiously study and implement the spirit of the 20th National Congress of the Communist Party of China. Secondly, we should steadily promote the transformation of the group company's development strategy from "becoming stronger and larger" to focusing more on "becoming more specialized and refined", ensuring the implementation of integrated management by the headquarters and branches. Thirdly, we should strengthen the supervision of professional quality and truly implement internal review work within project teams. Fourthly, we should comprehensively promote information management and continuously improve the OA system management. Fifthly, we should strengthen corporate culture construction and vigorously enhance the group's brand influence. Sixthly, we should actively join international professional organizations and continuously promote the internationalization of the group. PART 06 Study and Discussion on the "Five Unifications"
On the afternoon of the 22nd, the meeting earnestly studied and discussed the preliminary draft of the "Five Unifications". Managing Partner Chen Youliang provided an overall explanation of the Five Unifications, Head of the Headquarters Office Zhan Hong explained the personnel management module, Business Management Partner Yu Zibin explained the business module, Technical Standards Training Department Head He Yanqiu explained technical standards, Managing Partner Chen Youliang explained quality management, Information Management Partner Chen Haiqiang explained the information construction module, and Financial Director Zeng Wenjuan explained the financial module. At the conclusion of the meeting, Chairman Yang Buxiang announced on behalf of the group company that the 2022 Asia-Pacific Pengsheng National Partner Meeting will be held at an appropriate time in 2023 in Guiyang, the capital city of Guizhou Province, known as the "State of Ecology," "State of Culture," "State of Song and Dance," and "State of Fine Wine." (The Pengsheng Guizhou branch was established in November 2021 and currently has a team of over 40 members, including 7 certified public accountants, 5 tax agents, 2 appraisers, 1 lawyer, and 1 university professor. PART 09 Rewarding Study Tour
On the 24th, all partners personally experienced the local customs and practices of Nanchang. They visited and explored the famous attractions in Nanchang: the Marquis of Haihun's Kingdom Site Park in the Han Dynasty, the Nanchang Bayi Uprising Memorial Hall, and the historic Tengwang Pavilion.
During the meeting, we were fully engaged and spoke confidently. During the team building activity, we relaxed and shared our experiences. Amidst laughter and joy, we looked forward to the appointment in Guizhou in 2023.
Exclusive Interview with Director Hu Shanzhu, Conference Host
Q: Director Hu, could you briefly share the process of establishing the Jiangxi branch of Pengsheng Certified Public Accountants (special general partnership)?
Answer: Okay. In February 2020, at the critical moment of the sudden outbreak of COVID-19, our Jiangxi branch was officially approved to be established, injecting strong positive energy into the group company's fight against the epidemic and the development of the branch. Facts have proved that the three years of the epidemic spread have also been a prosperous year for Pengsheng's head office to set up branches with the greatest effort and best results. I'll share three little secrets. First, before I knew Pengsheng, several large firms had successively invited me to become their branch, but I didn't agree. Second, a brother firm in Jiangxi with a business foundation had been discussing for three years to join Pengsheng, but it was never approved. Third, in 2019, I attended a business conference in Shenzhen and met Mr. Yang for the first time. Similar experiences, close ages, and common beliefs prompted us to make a decision after only five minutes of discussion, and Jiangxi branch successfully joined the Pengsheng family. As soon as the conference ended, I purchased an office in Nanchang and started to handle the application procedures efficiently. Since its opening, the professional team of Jiangxi branch has grown from the initial five people to 22 people, with a good development momentum.
Question: How would you evaluate the economic development of Jiangxi?
Answer: This question is well-posed, as we do not engage in macroeconomic research, thus unable to answer macroeconomic questions. However, our branch office has indeed participated in the acceptance, evaluation, and audit of many construction projects in Jiangxi, this red land, and the provincial capital Nanchang, observing the rapid economic growth of Jiangxi since the 18th National Congress of the Communist Party of China from one aspect. Firstly, the growth rate is relatively fast, firmly ranking among the top tier nationwide. The non-ferrous metals industry ranks first in the country, and the electronic information industry ranks first in central China. Secondly, the government attaches great importance to the capital market and has launched the Azalea Plan. Thirdly, the mixed reform of state-owned enterprises has been vigorously implemented with good results. Fourthly, regional economic development has been fruitful, such as the establishment of China Rare Earth Group, the first central enterprise headquarters in Jiangxi Province, in Ganzhou City. Fifthly, poverty alleviation and rural revitalization have yielded fruitful results.
