On September 20, 2019, the Fourth Member Representative Conference of the Shenzhen Registered Tax Agents Association was held in Meeting Room 501 of the Tax Building, with a total of 146 member representatives attending. Li Linjun, Deputy Secretary of the Party Committee of the China Registered Tax Agents Industry and Vice President of CCTAA, Zhang Guojun, Secretary of the Party Committee and Director of the Shenzhen Municipal Taxation Bureau of the State Administration of Taxation, Xiang Qing, Member of the Party Committee and Deputy Director of the Shenzhen Municipal Taxation Bureau, Zhong Renhe, President of the First Council of the Shenzhen Registered Tax Agents Association, and responsible persons from related sister associations such as the Hong Kong Taxation Institute, the Shenzhen Institute of Certified Public Accountants, the Shenzhen Bar Association, the Shenzhen Agency Bookkeeping Industry Association, the Shenzhen Finance and Taxation Service Industry Association, and the Shenzhen Business Agency Industry Association were invited to attend the meeting.

Zhang Guojun delivered an important speech. He highly praised and affirmed that under the leadership of President Gui Naixi and the third council, the Shenzhen tax agent industry had achieved leapfrog development by promoting development through Party building, providing services with integrity, and creating value with professionalism. Regarding the next steps, Director Zhang Guojun put forward three hopes: First, the tax agent industry should never forget its original aspiration and keep its mission firmly in mind. It should not only act in accordance with market rules, improve service skills and quality, strengthen technological integration, reduce service costs, and realize industry transformation and upgrading; but also be grateful for the leadership of the Party and the development of the times. It should leverage professional advantages to sincerely serve the growing needs of taxpayers and fee payers for tax-related services, and become a trustworthy partner of the tax authorities. Second, the Tax Agents Association should build a good platform and strengthen the bond. One is to continue to build the "Tax and Debate" series of brands, turning the golden sign of "Tax and Debate" into a time‑honored brand. The second is to continuously promote industry self‑discipline, give full play to the dual‑drive role of government supervision and industry self‑regulation, and create a professional, clean, and efficient tax‑related professional service market. The third is to deeply explore the path of industry talent cultivation and continuously improve the quality and capability of industry practitioners. The fourth is to unremittingly promote win‑win cooperation in the Greater Bay Area, deepen Shenzhen‑Hong Kong tax cooperation and exchanges, and build a tax service community in the Greater Bay Area. Third, the tax authorities should change their mindset and form a joint force. The tax authorities should effectively change their mindset and build a clean and cordial government‑business relationship. On the one hand, they should adapt as soon as possible to the shift in industry supervision from the tax agent industry to the supervision of all tax‑related professional service industries, give full play to the institutional and cooperative advantages accumulated over the long term in the management of the tax agent industry, and promote the implementation and landing of a regulatory system centered on real‑name information collection, credit evaluation, and classified management across the entire industry. They should form a joint force to resolutely crack down on illegal tax‑related intermediaries that collude to falsely issue invoices and evade taxes, rectify the problem of "intermediary black and black intermediaries", and purify the tax‑related professional service market environment. On the other hand, they should coordinate social tax service resources and continuously optimize the supply of tax services. They should attract professional forces from tax agents, certified public accountants, lawyers and other tax‑related professional service industries to increase the supply of high‑quality socialized tax services; implement the reform requirements of "delegation, regulation and service" to improve taxpayer convenience and satisfaction; and strengthen cooperation with tax‑related professional service institutions to enhance the timeliness and professionalism of services. For personalized tax service matters, taxpayers and fee payers are encouraged to choose tax‑related professional service institutions with high credit ratings to provide services, so as to improve service experience and satisfaction.

The meeting reviewed and approved the work report of the third council, the financial report, the "Constitution of Shenzhen Registered Tax Agents Association (Revised Draft)", and the "List of Candidates for the Fourth Council of Shenzhen Registered Tax Agents Association".

The attending representatives expressed that, on the occasion of the 70th birthday of the motherland, the general election conference was held to comprehensively summarize the achievements of the industry over the past six years, fully demonstrate the spiritual outlook of the Shenzhen tax agent industry, and inject new development momentum into the industry. It can be said that this was a victorious and forward‑looking conference. The work report of the third council contained detailed data, targeted measures, and practical and down‑to‑earth actions. The speeches of the leading officials provided direction, encouragement, and motivation, from which the representatives saw the hope and opportunities for industry development. As the saying goes, "A fast horse spurred by the whip urges people forward." It is believed that under the leadership of the new council, the Shenzhen tax agent industry will surely seize new opportunities and create new brilliance!
