01The Annual Conference Held as Scheduled

At the 2020 Group National Partner Conference held in Shenzhen, all participants agreed that the 2021 National Partner Conference would be held in Nanning, Guangxi. After going through the changing seasons and reaping the fruits of spring and autumn, we stepped into the fourth quarter of 2021 together. In response to sudden outbreaks in multiple regions, the Group headquarters closely monitored prevention and control information, seized the safe window of low epidemic risk in Guangxi, maintained close contact with the Guangxi team, and made intensive preparations. It was finally decided to hold the National Partner Conference in Nanning from November 17 to 19. More than 60 partners from various branches where conditions permitted attended the conference in person, while those who could not come due to epidemic control and other factors participated via video conference simultaneously. Integrating dreams and creating brilliance together, the Asia-Pacific Pengsheng Finance and Taxation Group 2021 National Partner Conference was successfully held at the Wharton International Hotel in Nanning, the capital of Guangxi Zhuang Autonomous Region.

02Enthusiastic Opening Address

At 9:30 a.m. on the 17th, the conference officially began. Group Chairman Yang Buxiang first delivered the opening speech. He said: "At this great historical juncture of celebrating the centenary of the Party and deeply studying the spirit of the Sixth Plenary Session of the 19th Central Committee, the Asia-Pacific Pengsheng Finance and Taxation Group 2021 National Partner Conference is held as scheduled. I warmly congratulate the successful convening of the conference, extend a warm welcome and cordial greetings to the partners who have overcome difficulties to be here, and send my heartfelt regards and sincere blessings to those who could not come and are participating online. I also express my sincere admiration and gratitude to the Guangxi team and Nanning team led by Partner Ms. Zhang Cheng for their hard work in organizing the conference!"

She introduced that Guangxi is located in the western part of South China, with a superior geographical position. It is the most convenient sea access route in the Southwest region and plays an important role in economic exchanges between China and Southeast Asia. In August 2019, the China (Guangxi) Pilot Free Trade Zone was officially established, which will become an important gateway for the organic connection between the 21st Century Maritime Silk Road and the Silk Road Economic Belt.

Nanning, also known as the Green City, is lush with greenery, evergreen in all seasons, adorned with flowers, and flowing with clear waters. It is being developed into a livable mega‑city. As the permanent host city of the China‑ASEAN Expo, the Nanning area focuses on developing modern services such as modern finance, smart logistics, digital economy, and cultural media, while vigorously developing emerging manufacturing industries, and building itself into the core area of the financial opening‑up gateway to ASEAN and an important node of the new international land‑sea trade corridor.

Guangxi is home to many well‑known brand enterprises, such as SAIC‑GM‑Wuling, Southern Nonferrous Metals Group, Liuzhou Steel Group, Beibu Gulf Port Group, Yuchai Machinery, and Nanhua Sugar Group. In recent years, Guangxi has continuously pushed industrial high‑quality development to new heights.

In the field of finance and taxation professional services, there are 155 accounting firms and 151 tax agencies, among which Asia‑Pacific Pengsheng (Guangxi) Tax Agency is the first and currently the only AAAAA‑level firm in Guangxi. We hope that through this partner conference, all partners will get to know Guangxi and the Guangxi team, integrate resources, share what they have and need, and jointly carry out high‑end finance and taxation consulting services in Guangxi.

Guangxi is not only rich in delicious food and beautiful scenery—such as Luosifen (rice noodles), Laoyoufen, Guilin rice noodles, Lipu taro, Baise mangoes, Bama miniature pigs, Lingshan lychees, and scenic spots like Guilin's Lijiang River, Detian Waterfall in Daxin, Weizhou Island in Beihai, and Qingxiu Mountain in Nanning—it is also a "red" land with a revolutionary tradition and abundant red cultural tourism resources. In April this year, President Xi's first stop during his inspection tour of Guangxi was the Xiangjiang Campaign Memorial Park of the Red Army's Long March in Quanzhou County, Guilin. She expressed that the Guangxi team would do their best as hosts to ensure a smooth conference and lead everyone to experience the magnificent beauty of Guangxi and the splendour of Nanning, while tasting authentic Guangxi specialties.

03United and Focused Work Report

Yang Buxiang, Chief Partner of Pengsheng Certified Public Accountants (Special General Partnership), delivered a work report titled "Integrating Dreams, Creating Brilliance Together."

In the report, he summarized and analyzed the achievements of 2020 and shared the work dynamics of 2021. First, business revenue achieved breakthrough growth. Second, management systems were continuously improved, and internal governance was strengthened. Third, the partner team continued to grow and develop. Fourth, professional quality supervision and risk control were enhanced. Fifth, brand culture building was strengthened. Sixth, a leading training service system was built to develop the talent pool. Seventh, informatization construction was effectively promoted. Eighth, party building work was highly valued, and the branch party team was advanced.

Serious and focused conference scene

Regarding the work plan for 2022, Yang Buxiang proposed: first, continue to implement the development strategy of becoming stronger and larger, and deepen integrated management; second, in light of the supervision and inspection results from the competent authorities, continuously ensure the quality of professional services; third, adhere to the guidance of party building and integrate it with business; fourth, continuously improve talent development and training mechanisms; fifth, vigorously promote informatization construction; sixth, continue to advance the internationalization of the firm; seventh, strengthen corporate culture, unify brand image, and further enhance brand influence. In short, the goal is to build Pengsheng Certified Public Accountants (Special General Partnership) into a top‑tier domestic accounting firm.

The work report delivered by Chief Partner Yang Buxiang received affirmation and support from both offline and online partners, who expressed that they would fully discuss and offer opinions and suggestions during the remaining conference time.

04Moments of Honour

Chief Partner Yang Buxiang and Guangxi Partner Zhang Cheng presented certificates and trophies to the Yangzhou, Hainan, and Hunan branches, which had performed exceptionally well in 2020.

Chief Partner Yang Buxiang and Chen Youliang, Director of the Headquarters Quality Supervision Department, presented certificates and trophies to eight tax branches that performed excellently in 2020: Nanjing, Suzhou, Guangxi, Shandong, Shaanxi, Liaoning, Chengdu, and Beijing.

05Learning‑Oriented Team, Professional Training Sessions

On the afternoon of the 17th, Li Xiaohong, a partner and Managing Partner of Asia‑Pacific Pengsheng Tax (5A) Jilin Tax Agency, delivered a special report titled "Under the Background of Deepening Tax Collection and Administration Reform, How to Give Full Play to the Role of Tax Agents as the Main Force in Tax‑Related Services." Teacher Li Xiaohong is the only outstanding Communist Party member selected from the national tax agency industry in Jilin Province, an outstanding volunteer of the China Tax Agents Association, and one of the top 50 most influential tax teachers in China. In her lecture, she analyzed the current tax collection and administration situation, distinguished how to correctly view tax planning, and vividly elaborated on the report's theme—how to give full play to the main role of tax agents in tax‑related services—through personal experience. Teacher Li Xiaohong's brilliant report won unanimous praise and warm applause from all attendees.

Teacher Chen Youliang, Director of the Quality Supervision Department at the Shenzhen headquarters, gave a special coaching session on "Strengthening the Quality Management System, Implementing Quality Management Responsibilities, and Doing a Good Job in the 2021 Annual Report Audit." Teacher He Yanqiu, Director of the Technical Training Department, gave a session on "Preventing Professional Risks and Improving Professional Quality." Participants said that such training sessions are highly valuable and practical for their work, and should be held regularly in the future.

06Open Sharing and Discussion

On the morning of the 18th, six partner teachers shared their work experiences over the past year. They were: Partner Zhu Zhaobin from Suzhou Branch, Partner Zhang Cheng from Guangxi Branch, Partner Pan Ruizhang from Nanjing Branch, Partner Dai Qinyong from Chongqing Branch, Partner Lu Xiaojun from Wuhan Branch, and Partner Fan Fangzhi from the headquarters. Everyone agreed that such sharing benefits both the speakers and the audience.

In the following time, partners at the Nanning main venue engaged in lively discussions on the topic of "How to Become Stronger and Larger," with every partner present making a speech or asking questions. Chief Partner Yang Buxiang guided and participated in the interactive exchanges throughout, and carefully responded to and answered every professional question raised by partners from various locations.

All partners listened to the reports online and offline, while on‑site partners engaged in serious face‑to‑face discussions and active exchanges. The two‑day conference proceeded smoothly and achieved fruitful results.

07Outdoor Team Building, Site Visits, and an Unforgettable Nanning Tour

The partner team‑building activities on the 19th were rich in content and tightly scheduled. In the morning, everyone joyfully visited the Qingxiu Mountain National Forest Park, a 5A‑level scenic area in Guangxi. The partner teachers climbed the nine‑story Longxiang Pagoda, a Ming‑Dynasty ancient building, and enjoyed a 360‑degree panoramic view of Nanning's urban area. They marveled at the beautiful rivers and mountains of the motherland and praised the great achievements of national construction, expressing their determination to lead their teams, focus on core goals, do their jobs well, and build a lasting foundation.

In the afternoon, everyone visited the Guangxi Museum of Ethnology with great interest, learning about the history and culture of Guangxi's 12 indigenous ethnic groups, the bronze drum culture, the colourful ethnic customs of the "Five‑Coloured Guangxi," the World Cultural Heritage site of the Huashan Rock Art, and the magnificent revolutionary history of Guangxi.

Finally, Chief Partner Yang Buxiang led the team to visit and inspect the Guangxi Branch for observation and exchange, bringing the entire event to a climax.

Under the leadership of Partner Zhang Cheng, the Guangxi team, after just a few years of hard work, has obtained accounting, tax, and appraisal practice qualifications, with all three business segments fully integrated into the Shenzhen headquarters. Tax business revenue has ranked first in the autonomous region for four consecutive years, and the team has been rated as one of the "Top Ten Tax Agencies" in the Guangxi tax industry.

The office premises of the Guangxi Branch were purchased and designed by themselves, fully functional, bright and stylish, attracting and serving young professionals devoted to the finance and taxation industry.

The three‑day Asia‑Pacific Pengsheng Finance and Taxation Group 2021 National Partner Conference successfully completed all agenda items and achieved all expected goals, concluding victoriously in Nanning, Guangxi. Chief Partner Yang Buxiang and all colleagues agreed that the 2022 Group Partner Conference will be held in the hero city—Nanchang, Jiangxi.
