Shenzhen Emergency Order for Typhoon and Flood Prevention

No. 1 of 2025

All cadres and citizens of the city:

According to forecasts from meteorological, hydrological, and marine departments, the super typhoon "Hua Jiasha" is expected to approach our city very closely from the night of the 23rd to the 24th. It is predicted to bring severe impacts of wind, rain, storm surges, and flooding starting from the night of September 23. To effectively prepare for the super typhoon and uphold the principle of people first and life above all, after deliberation by the Municipal Party Committee and Municipal Government, it has been decided that our city will activate the Level I emergency response for typhoon and flood prevention from 18:00 on September 23, 2025.

On the afternoon of September 23, a "five‑stops" measure (suspension of work, business, markets, transport, and schools) will be implemented city‑wide. Specifically, work, business, and markets will be suspended from 14:00, transport will be halted from 20:00, and school closures began on the evening of the 22nd. Except for emergency responders and personnel maintaining essential public services, all other citizens are advised not to go outdoors. All indoor shelter facilities in the city will be opened to the public for refuge.

All essential public service providers and rescue teams are required to take strong measures to ensure the supply of water, electricity, gas, fire protection, transportation, communications, and civil affairs, medical and epidemic prevention, and food supply.

At present, the city's situation for typhoon and flood prevention is extremely severe. We call on all cadres and citizens to resolutely follow the deployment of the State Flood Control and Drought Relief Headquarters, as well as the provincial and municipal Party committees and governments. Let us mobilise all forces and unite as one to win the battle against super typhoon "Hua Jiasha," ensuring the safety of people's lives and property, and the security of the city.
